The caretaker prime minister is a long-time ally of militant leader Mohammed al-Jolani<\/strong><\/p>\n

Opposition politician Mohammed al-Bashir has announced that he will serve as Syria\u2019s caretaker prime minister until March. Al-Bashir, who has led a rebel-run shadow government since January, was appointed following talks between militant leader Mohammed al-Jolani and the remnants of former President Bashar Assad\u2019s administration.<\/p>\n

Al-Bashir made his announcement in a televised speech on Tuesday, two days after Hayat Tahrir-al-Sham (HTS) jihadists and US-armed Free Syrian Army (FSA) militants stormed Damascus and Assad left the country to seek asylum in Russia.<\/p>\n

Al-Jolani, a former Al-Qaeda commander who has led HTS since its formation in 2017, held talks with outgoing Syrian Prime Minister Mohammed al-Jalali on Monday. A former ally of Assad, the prime minister agreed to hand over power to al-Jolani\u2019s so-called Syrian Salvation Government (SSG) in a \u201cquick and smooth\u201d<\/em> transition, he told Sky News Arabia.<\/p>\n

Based in the jihadist hotbed of Idlib, the SSG has functioned as a quasi-state within Syria since 2017. Al-Bashir, who is an engineer by trade, has led the SSG with al-Jolani\u2019s blessing since January of this year.<\/p>\n

HTS is considered a terrorist organization by most foreign powers. T\u00fcrkiye considers the group terrorists, although Ankara has been accused of supporting it and its predecessor, Jabhat al-Nusra. As HTS fighters closed in on Damascus last week, Turkish President Recep Tayyip Erdogan publicly wished the jihadists well, stating that he hopes \u201cthis march in Syria continues without accidents or disasters.\u201d<\/em><\/p>\n

Moscow and Tehran have both said that they will remain in contact with Syria\u2019s new leadership, and both have called on HTS and its allies to respect UN Security Council Resolution 2254. Passed in 2015, this resolution calls for a peaceful end to the Syrian Civil War, free elections, and a new constitution.<\/p>\n

The US and UK have both said that they would consider lifting their terrorist designation on HTS. Like T\u00fcrkiye, the US has a complicated relationship with the group. On the one hand, it considers HTS terrorists and offers a $10 million bounty for information leading to al-Jolani\u2019s capture. On the other, Washington has been accused of arming<\/a> Al-Nusra, and the US State Department has long viewed<\/a> al-Jolani as \u201can asset\u201d<\/em> to American strategy in Syria, according to former US Special Representative for Syria Engagement James Jeffrey.<\/p>\n

Al-Jolani has promised<\/a> to respect the rights of Syria\u2019s religious minorities. However, some of his statements have sparked fears that he plans to wage a campaign of retribution once his comrades take office. \u201cWe will not hesitate to hold accountable the criminals, murderers, security and army officers involved in torturing the Syrian people,\u201d<\/em> the former Al-Qaeda commander said in a televised statement, offering rewards to anyone willing to turn in Assad\u2019s former security officials.<\/p>","protected":false},"excerpt":{"rendered":"
